The Federal Capital Territory Administration (FCTA) begins full enforcement next Wednesday, November 26, 2025, on all defaulters of ground rent, land use conversion fees, and unpaid Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills.
In a statement, the Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Lere Olayinka, confirms the enforcement action.

Earlier in the year, on May 26, 2025, President Bola Ahmed Tinubu intervenes, prompting the FCT Minister, Barrister Nyesom Ezenwo Wike, to grant defaulters a 14-day grace period to clear outstanding ground rent with attached penalties.
The Administration also publishes notices in national newspapers and online platforms on September 8, 9, and 10, 2025, informing property owners of the updated land use/purpose clause. Defaulters receive 30 days to pay a ₦5 million violation fee and other applicable charges.
Another public notice, published on TV, radio, online platforms, and newspapers, grants residents in Asokoro, Maitama, Garki, and Wuse a final 14-day deadline to comply with land use conversion requirements.

The ground rent grace period lapses on June 9, 2025, while the final extension for land use violations ends on Monday, November 24, 2025.
Starting Wednesday, November 26, 2025, the FCTA moves into enforcement mode against all categories of defaulters, including those who buy properties without completing the required process of obtaining the Minister’s Consent and registering their Deeds of Assignment.
The Administration says it is committed to restoring order, boosting revenue, and ensuring compliance with approved land regulations across the Federal Capital Territory.
