HAMZAT UNVEILS 100-POINT MANIFESTO, PROMISES CHILD PROTECTION AGENCY, STATE WEALTH FUND

Reading Time: 3 minutes

Lagos State All Progressives Congress governorship candidate, Obafemi Hamzat, has unveiled a 100-point manifesto, promising the establishment of a Child Protection and Nutrition Agency, a state wealth fund and a public service delivery office within his first 100 days in office if elected governor.

Hamzat announced the proposals on Friday during the launch of his manifesto and campaign theme, Lagos, Forward Together, organised by the Lagos State APC PBAT-KOH Campaign Council 2027 at the Wole Soyinka Centre for Culture and Creative Arts, Iganmu, Lagos.

Describing the manifesto as The Lagos Promise, also known as the Hamzat Compact, the governorship candidate said it was built around seven pillars covering people, infrastructure, economic opportunities, government operations, inclusion, security and citizenship.

He explained that 87 of the 100 pledges were firm commitments within the powers of the state government, while the remaining 13 were aspirations requiring consultations with the Federal Government and other institutions.

Hamzat also promised to publish performance scorecards to enable Lagos residents to monitor the implementation of his commitments.

He said, “If one of them is not delivered, it will be noted, and I must own it.”

*FIRST 100 DAYS AND CHILD PROTECTION*

Among his immediate priorities, Hamzat promised to introduce a bill before the Lagos State House of Assembly to establish a Child Protection and Nutrition Agency.

The proposed agency would ensure that every child below the age of 18 is either in school or learning a trade and has access to adequate nutrition.

He also pledged to establish a Lagos State Service Delivery Office through an executive order, with the governor serving as its chairman.

The office would publish baseline performance figures and monitor the delivery of government commitments.

Another major proposal is the creation of a Lagos State Wealth Fund, to be managed by an independent board with publicly accessible accounts, aimed at preserving resources for future generations.

Hamzat further proposed service charters across government offices, promising that complaints from residents would be acknowledged within 48 hours, answered within seven days and resolved within 30 days.

*HEALTHCARE, EDUCATION AND JOB CREATION*

On healthcare, the APC candidate promised to increase maternal and child health centres from six to 15, complete ongoing hospital projects and construct two new general hospitals in Ogombo and Ibeju-Lekki.

He also pledged to upgrade 100 primary healthcare centres to flagship status and recruit additional doctors, nurses and midwives.

Among the healthcare projects highlighted were the 150-bed Massey Children’s Hospital and the Shomolu General Hospital project, expected to provide another 150 beds.

In education, Hamzat promised to strengthen the EkoEXCEL programme in public primary schools, improve teaching standards and expand technical and vocational education.

He also proposed establishing a University of Medicine and Health Sciences in Lagos and reviewing teachers’ compensation packages.

On employment, he said government would focus on creating an enabling environment for businesses to expand and generate jobs.

His proposals include simplified business permits, improved access to credit, a unified schedule of local government charges and dedicated procurement opportunities for qualifying small businesses.

He also promised a vocational placement programme that would allow technical school students to spend between six and 12 months with employers, with the state government covering 40 per cent of their stipends.

For artisans, he proposed free skills certification at their workplaces and in languages they understand.

*TRANSPORT, HOUSING AND SECURITY*

On transportation, Hamzat pledged to extend the Blue Line rail service to Okokomaiko and work with the Federal Government to advance the Green Line from Marina to the Lekki Free Trade Zone.

He also promised to connect the Blue and Red rail lines at the National Theatre station, expand ferry operations and introduce integrated ticketing across road, rail and water transportation.

The candidate further proposed dredging an additional 140-kilometre water transport corridor and procuring 75 riverine vessels to improve movement across Lagos waterways.

On roads, he promised to prioritise inner-road construction in collaboration with local governments and local council development areas, while accelerating major projects, including the coastal road along the Lekki-Epe axis.

For housing, Hamzat pledged to complete ongoing projects and expand homeownership opportunities through private-sector partnerships.

He proposed a mortgage arrangement requiring a 10 per cent deposit, single-digit interest rates and longer repayment periods.

On security, he promised to strengthen the Lagos State Neighbourhood Safety Agency, extend its presence across wards in the state’s 20 local government areas and 37 local council development areas, and expand street lighting and CCTV coverage.

*95 PER CENT WASTE COLLECTION TARGET*

Addressing environmental concerns, Hamzat set a target of achieving 95 per cent waste collection coverage across Lagos through improved operations involving private sector participants.

He also promised to complete waste transfer facilities at Olusosun and Solous III in Alimosho, establish a waste recovery facility and complete the waste-to-energy project at Agbowa.

The candidate said the proposed administration would also integrate and improve the working conditions of the estimated 30,000 Lagos residents involved in collecting and sorting waste.

Hamzat’s manifesto comes as Lagos continues to face major challenges involving transportation, housing, healthcare, environmental management, infrastructure and population growth.

While the proposed 100-point agenda outlines his priorities if elected, its implementation would depend on the outcome of the governorship election, available resources, legislative approvals and cooperation with relevant government institutions.
