TINUBU SEEKS STRONGER ENFORCEMENT LAWS

President Bola Tinubu has transmitted two bills to the Nigerian Senate seeking stronger enforcement of drug-related offences and greater independence for the Nigerian Safety Investigation Bureau, NSIB.

The proposed legislations aim to consolidate Nigeria’s legal framework for combating illicit drugs and reposition the NSIB as an independent authority responsible for investigating accidents across multiple transportation sectors.

The President transmitted the bills in separate letters read by Senate President Godswill Akpabio during plenary on Tuesday, pursuant to Section 58, subsection two, of the 1999 Constitution, as amended.

Mediaplusng.com reports that the first proposal, the National Drug Law Enforcement Agency Bill 2026, seeks to repeal the existing NDLEA Act and the Indian Hemp Act, replacing them with a consolidated legal framework for tackling drug-related offences.

In his letter to the Senate, President Tinubu said the proposed legislation would strengthen enforcement against the cultivation, processing, sale, trafficking and use of illicit drugs.

It would also empower the National Drug Law Enforcement Agency to investigate individuals suspected of involvement in drug-related activities.

The President urged lawmakers to give the bill expeditious consideration. Following the presentation of the letter, Senate President Akpabio referred the proposal to the Senate Committee on Rules and Business for further legislative action.

The proposed reform comes amid continuing concerns over drug trafficking, illicit drug production and the distribution of controlled substances across Nigeria and West Africa.

Nigeria remains a source, transit and destination country for illicit drugs, with trafficking networks dealing in substances including cannabis, cocaine, methamphetamine and other synthetic drugs.

According to the information cited in the report, the United Nations Office on Drugs and Crime’s 2025 assessment highlighted increased methamphetamine production capacity in Nigeria since 2020, alongside rising seizures of synthetic drugs across West Africa and the region’s role in cocaine trafficking between Latin America and Europe.

The NDLEA has also reported significant enforcement operations. The agency said it arrested more than 18,500 suspected drug offenders and seized over 2.6 million kilograms of illicit substances in 2024.

However, the success of the proposed legislation would depend on effective implementation, adequate funding, stronger border and port surveillance, intelligence gathering and the ability to investigate and prosecute offenders.

Experts have repeatedly emphasised the importance of disrupting the financial networks behind drug trafficking, alongside enforcement measures and public awareness.

The second proposal transmitted by President Tinubu is the Nigerian Safety Investigation Bureau Amendment Bill 2026.

The bill seeks to amend the Nigerian Safety Investigation Bureau Establishment Act of 2022 and strengthen the bureau’s independence, institutional capacity and operational authority.

Under the proposed changes, the NSIB would be repositioned as an independent, multimodal transportation safety investigation authority, with responsibilities extending beyond aviation to include rail, maritime and other transportation-related occurrences.

The proposed amendment also seeks to transfer supervisory oversight of the bureau to the Presidency and strengthen its administrative and operational powers.

President Tinubu has asked the Senate to consider the bill, which has also been referred to the Senate Committee on Rules and Business for further legislative action.

Mediaplusng.com reports that the proposed NSIB reform comes amid growing calls for credible, transparent and independent investigations into transportation accidents and serious safety incidents in Nigeria.

The bureau, formerly known as the Accident Investigation Bureau, investigates transportation accidents and incidents to establish their circumstances and probable causes and recommend measures to prevent similar occurrences.

Its investigations are primarily intended to improve transportation safety. They are distinct from criminal investigations, which determine whether an offence has been committed and whether an individual should face prosecution.

An independent investigation system can help identify technical failures, procedural weaknesses, maintenance problems and other safety risks without undue influence from organisations whose activities may be relevant to an incident.

Expanding the bureau’s responsibilities across aviation, maritime and rail transportation could also support a more coordinated approach to transportation safety, provided the agency receives the necessary technical expertise, funding and resources.

Nevertheless, both proposals remain bills before the National Assembly. Their provisions will need to pass through the legislative process before they can become law.

The key question is whether the proposed reforms will translate into stronger action against illicit drug networks and more independent, effective investigations into transportation accidents across Nigeria.

The outcome will depend on the final legislation, implementation arrangements and the capacity of the relevant institutions to carry out their responsibilities transparently and professionally.

For Mediaplusng.com, this is an important legislative development to watch as Nigeria considers new measures to strengthen drug enforcement and improve transportation safety.
